Position Summary

Serves as the Pueblo of Sandia's Civil Engineer on various proposed and/or approved building and infrastructure development within the boundaries of the Pueblo of Sandia.  Oversees and protects the Pueblo’s interests in planning, design, engineering and construction of approved projects.  Works directly with the project Development Team, project Architectural and Engineering firm(s), Construction Management firm(s), and Contractors to ensure proper recording of project documentation for compliance with construction regulations and specifications.  Oversees, for compliance, the building codes and contract document activities of architects, contractors and/or consultants. Prepares project status reports and works to ensure plans adhere to contract specifications.  Assists Director with effective liaison with, and communication of, all project-related information to, all other Pueblo of Sandia entities and enterprises.

 

Supervision Exercised

Supervised by the Lands Director.  Supervises technical staff and consultants, if any, assigned to the office.

 

Major Duties and Responsibilities

1.            Completes design work and physical construction management for engineering projects, as needed.

2.            Serves as the Lands Department representative in interactions with Architectural/Engineering firm(s), Construction Management firm(s), and General Contractors.

3.            Serves as liaison between the Lands Department and all Pueblo of Sandia entities and enterprises regarding engineering projects.

4.            In coordination with Procurement, develops contract terms and conditions with Architectural/Engineering Firm(s), Construction Management firm, and General Contractors as necessary.

5.            Works directly with the project Architectural/Engineering firm(s), the Construction Management firm(s), General Contractors, and the Development Team as engineering project manager. .

6.            Oversees, develops and reports to the Director on, the detailed task descriptions  of Pueblo staff and/or consultants.

7.            Provides forecasts on technical, manpower, cost and schedule requirements needed for each project.

8.            Reviews, analyzes and reports to the Director on, project performance, plans, designs, drawings, costs, schedules, change orders, and construction related activities as required.

9.            Recommends to the Director new or revised strategies, goals and objectives for the project.

10.         Coordinates provision of infrastructure and transportation access to the sites.

11.         Coordinates weekly development meetings/presentations on the status of construction, budgets, and other topics, and assists in preparation and delivery of Tribal Council presentations as needed.

12.         Reviews all related quality assurance, quality control, and safety issues with Pueblo staff, consultants and/or contractors, for all projects.

13.         Perform and/or coordinate the necessary technical building inspections for residential and commercial buildings; enforce compliance with building codes, regulations and ordinances and work with architects, developers, contractors, and maintenance staff to maintain code requirements and resolve problems relating to code compliance.

14.         Performs other duties and responsibilities as necessary or assigned

 

Knowledge, Skills and Abilities

1.            Knowledge of general project office, accounting, engineering and design, construction methods, and post-construction activities.

2.            Knowledge or familiarity with uniform building and trade codes; construction terminology, practices and processes, including design/build; Indian preference policies in hiring and contracting; Tribal laws and regulations.

3.            Ability to plan, develop and review project budgets and project cost elements.

4.            Knowledge and ability to work with CPM or PERT project scheduling methodology and computerized applications with the ability to plan and implement such work schedules.

5.            Ability to communicate, understand and carry out written or oral instructions.

6.            Ability to deal effectively with diverse Tribal Leadership, Tribal Council, contractors, consultants, staff, and the general public.

7.            Ability to work efficiently and accurately in an atmosphere with  frequent interruptions.

8.            Ability to exercise tact, courtesy and initiative in handling routine and unusual problems.

9.            Ability to use a word processor, computer terminal and standard office machine equipment.  Knowledge of work processing software such as Microsoft Office, Microsoft Project, Autocad or similar applications.

10.         Familiar with a variety of the construction field’s concepts, practices, and procedures.

11.         Ability to rely upon extensive experience and judgment to plan and accomplish goals and to perform a variety of tasks.

12.         Leads and directs the work of others.  A wide degree of creativity and latitude is expected.

Minimum Qualifications, Education and Experience

Required:

  1. High School Diploma, GED certification or equivalent.
  2. Bachelor of Science degree in Civil Engineering, Architecture, Construction Management or related field from an accredited college or university  
  3. The following license is required prior to employment start date:
    • Professional Engineer License
  4. Seven (7) years of experience in the field. 
  5. Four (4) years project manager experience, leading a major construction undertaking. 
  6. Must possess and maintain a valid, unrestricted New Mexico Driver’s License

Preferred:

  1. Project Management Institute Certification

Licensing Status

  1. Must successfully pass a stringent background investigation.
  2. Will require a post-offer, pre-employment and random drug screening.
